Why was R.O.B. in Mario Kart DS?

With the 20th Anniversary fast approaching and it being almost a decade since I last played, I decided to return to Mario Kart DS. One of my childhood favorites and one of the first video games I've ever played (at least based off memory). Looking for a way to talk about it, I decided to do a sorta retrospective/analysis hybrid thing, talking about the game itself, and attempting to answer one of its biggest lingering questions: Why on earth is ROB the Robot a playable character?
