The human armies who attack, based on their own motivations, will bring immense human suffering. The people of Babylon will experience terrible atrocities at the hands of these invaders. Not even pregnant women and children will be spared.
This command, Lift up a banner, is addressed to the leaders of those armies to assemble them, and to prepare them for war.It was customary for military leaders to plant a standard on a tower or a high mountain so that it everyone could see it. No particular mountain seems to be in view here.
Burden is the Hebrew word massa מַשָּׂא maśśā: In the prophets, a burden is a heavy message of importance, heavy in the sense that it produces sorrow or grief. Some translate it as an oracle or an utterance.
The LORD describes those attacking as HIS army. The LORD has consecrated these soldiers for this battle and it is HE Who commands them.The LORD is angry with Babylon for what they will do. And HE has summoned proud and mighty men to carry out the judgment.
Cyrus the Great, the non-Jewish Persian king who defeats Babylon allows the Jewish people to return to Jerusalem after their exile in Babylon. He allowed the rebuilding of the temple by Zerubbabel. He would complete that in 516 B.C. 70 years after the final deportation and destruction of Jerusalem.
