Philippines Flood Control Scandal Widens As Senate Scrutinises Discaya Couple

In the Philippines, deadly typhoons and a massive corruption scandal continue to rock the nation’s flood-control system. At the centre are Pacifico and Sarah Discaya, once hailed for their rags-to-riches rise, now accused of running ghost projects worth billions. Between 2022 and 2024, their companies secured over 400 contracts worth $1.6 billion, many unfinished or non-existent. President Ferdinand Marcos has vowed action as investigators uncover collusion between contractors and officials. Greenpeace estimates $17.6 billion has been siphoned from climate funds since 2023. The scandal deepened when the Health Secretary confirmed the Discayas also built abandoned health centres.
