One could be extremely patriotic and protective of the country of their birth, ie one's motherland and it's people, but may have legitimate concerns about increasing levels of corruption arising from the state, establishment or ruling class. Indeed, the corollary is also true where one can be protective of the state, yet underneath have deep disdain for the country and the masses.
