No Aircraft Cayo Perico Heist

Doing The Cayo Perico Heist with no aircraft. This is going to be a trainwreck. No Sparrow, no oppressor, ocean-only entry and exit. I will have to take the velem there, though. No way around that. Should Toreador be allowed?
