Bakersfield police releases body-worn camera footage of standoff

Bakersfield, CA - Bakersfield police released body-worn camera footage of the officer-involved shooting on Fieldspring Drive, during which a man allegedly broke a window at a home he barricaded himself in before pointing a weapon at officers.

The video was produced and edited by the Bakersfield Police Department and uploaded to YouTube on Friday.

On Aug. 16 at around 7:11 p.m., officers responded to a traffic hazard report near Ming Avenue and Grand Lakes Drive, officials said. The caller told police a gray Honda Accord was driving with a flat tire and running red lights before coming to a stop on Grand Lakes Drive.

A second caller said the driver left the vehicle and was walking north on Fieldspring Drive while appearing to be yelling and “acting erratically,” according to BPD.

A resident at a home in the 1400 block of Fieldspring Drive came out and began speaking with one of the five responding officers, asking what was going on.

That’s when the front-facing window on the second floor of the home shattered. The man, later identified as Cain Anthony English, 43, yelled and cursed out the window.

The officer explained to the woman — who said English was her son — English left his damaged vehicle down the street.

“Can you tell me what’s going on?” the woman asked.

“His car is all busted up, he left it abandoned down the street,” the officer said.

The officer approached the home and stepping onto the driveway, behind a parked vehicle.

The footage then appears to show a long-barreled firearm extending out the shattered window, which led to the officer pulling out his own firearm. He fired three times.

“Shots fired! Shots fired!” another responding officer yelled out.

“He’s armed with a rifle,” the officer who fired said.

In the footage, officers were shown telling dispatchers no officers were injured. They pulled back and asked the resident if anyone else was in the home, and she replied there was no one else inside.

According to BPD, officers called for additional resources. BPD’s SWAT Team, crisis negotiators and the Kern County Sheriff’s Office SWAT Team responded.

English refused to follow orders despite repeated attempts at communication from officials, according to police. After two hours, English stepped out of the home but allegedly tried to run back inside.

Officers used a 40mm Impact Round Launcher, a less-lethal weapon, and a K-9 to take English into custody.

English was booked into Lerdo Jail on suspicion of assaulting an officer with a deadly weapon, making criminal threats and resisting arrest with violence after getting medically cleared from a local hospital, BPD said.

According to a court document, English threatened to kill the officers during the standoff.

From the home, officers found a shotgun with one spent shell and a rifle with a spent shell casing.

English was charged with assaulting a person with a firearm, criminal threats, resisting arrest and five counts related to assaulting an officer with a firearm, according to court records.

English is being held on no bail, inmate records show. He is due back in court Oct. 24 for a readiness hearing.
