Hold Criminals Accountable

We need to hold criminals accountable, I proposed this to the mayor of Chicago, that minors be charged triple damages for all crimes, meaning if you steal $100 in cash or property you have to pay back $300, steal a car worth $15,000, you now owe $45,000. In the case of minors, parents would be liable for 2/3rds of the debt and the minor for the reminder, which they could pay back by cleaning up outside while wearing this sign" I have to clean up because I was a dumbass who destroyed or stole property", I would also add public spankings, akin to Japan, were only their butt and face are shown, so everyone knows, they're a dumbass criminal. Adults who are dependents up to 21, they would pay 2/3 with parents paying 1/3 , and everyone over 21 pays the full triple damages along with the other punishments. This is for all crimes that have damages, including bodily harm. Jail time can be included as a bonus for serious crimes. Good idea or bad idea?
