Reconciling the No. of Annual Days_The Moon vs The Sun

There are 354 Days according to the Moon Count and 364 Days according to the Sun count. The Appointed Times of YaHUaH are based on the Moon not the Sun, so how do we reconcile the 10 days short per year scripturally? Why and When is the 13th month added?

CHaNuK (ENOCH) 74:13-16 את CEPHER. The moon brings on all the years exactly, that their stations may come neither too forwards nor too backwards a single day; but that the years may be changed with correct precision in 364 days. In 3 years, the days are 1 092; in 5 years they are 1 820 days; and in 8 years 2 912. To the moon alone belong in 3 years one 1 062 days; in 5 years it has 50 days less, for an addition being made to the 62 days, in 5 years there are 1 770; and the days of the moon in 8 years are 2 832days. For its days in 8 years are less 80 days, which 8 days are its diminution in 8 years. The year then becomes truly complete according to the station of the moon, and the station of the sun; which rise in the gates; which rise and set in them for 30 days.

SHaMUT(Exodus) 13:5; DaBaRYM(Deuteronomy) 16:16 ; Acts 2:1-11 tells us that the Appointed Times of YaHUaH must be observed according to the Seasons of the Land of YaSHaRAL!
