Scott has no license. No registration. No insurance.
Without the contract, you are a foreign national to the corporations.

As per their own Uniform Commercial Code, their authority only stems from having a contract.

That contract is the state plate.
That contract is the driver's license.
That contract is insurance from a state licensed agency.

Upon the REGISTRATION of the automobile, it BECOMES a "motor vehicle".

It's used for hire.
As in you get paid.

Legislators can only legislate COMMERCE.

Commerce is governed by the Uniform Commercial Code.

A "motor vehicle" is in 18 U.S. Code § 31 (a)(6):
used for commercial purposes on the highways in the transportation of passengers, passengers and property, or property or cargo.

Police are trained to meet their quotas.

These are all employed by the State.
