Biden’s $1 Billion Critical Minerals Plan Blasted by Feneck as Ineffective and Toothless

Veteran strategist and founder of the Feneck Commodities Report, John Feneck, joins Kitco Mining’s Paul Harris at the 2025 Precious Metals Summit in Beaver Creek to sound the alarm on misplaced capital, bloated juniors, and what he calls the start of a major M&A wave in the mining sector.

Feneck pulls no punches. On recent merger activity, he says: “This is just the beginning… expect juniors to be taken out at 30 to 70 percent premiums.” He’s tracking a trend of developers snapping up producing mines for cash flow and warns that many juniors remain undervalued despite rising GDX and GDXJ indexes, largely due to poor capital discipline and bloated share structures.

He slams Newmont’s TSX delisting as a symbol of misaligned priorities: “Spend $50K and get it done. Stop wasting money—return value to shareholders.”

On markets, Feneck calls silver his top conviction play, saying: “Once it breaks $43, if you're not positioned, you're too late.” While bullish on metals long term, he also warns that gold is overbought in the short term and urges profit-taking discipline.

Feneck sees Fed policy shifts, an overstretched S&P 500, and a rotation from tech into value as driving forces behind a coming surge in capital inflows to mining and commodities.
