Why wasn’t God able to drive out the canaanites in the bible when they had Iron Chariots?

A question that often confuses people is that the bible specifically in the old testament in Judges 1 verse 19 it reads “And the Lord was with Judah; and he drave out the inhabitants of the mountain; but could not drive out the inhabitants of the valley, because they had chariots of iron” . Christians often are brought this by athiests misreading the text showing God is not all powerful but to understand what the context and why God didn’t allow them to is not because he was overpowered but rather because they disobeyed Gods laws but if they listened to him he would drive them out slowly so they could learn and not be overwhelmed.
