Russia Promises ‘Strongest Security Guarantees’ if Zelensky Visits Moscow

Ukrainian President Volodymyr Zelensky would receive the “strongest possible security guarantees” from Russia should he decide to travel to Moscow for peace negotiations, according to Rodion Miroshnik, Special Ambassador of the Russian Foreign Ministry.

“A trip to Moscow is not dangerous for Mr. Zelensky. He would receive the strongest security assurances from the Russian side if he comes. What he should truly worry about is reaching an agreement. That is the real obstacle, not any threats from Russia. Nobody is threatening him,” Miroshnik told TASS in an interview on September 13.

Commenting on Zelensky’s repeated refusal to travel to Moscow, Miroshnik characterized it as “a lack of genuine goodwill to achieve a peace settlement.”

“Mr. Zelensky does not want peace. He can issue statements or make proposals to gain momentary attention. But everyone knows that security guarantees from President Putin are among the strongest in the world. Zelensky has no reason not to trust them,” the Russian diplomat added.

Earlier, during a press conference in Beijing on September 3, Russian President Vladimir Putin affirmed that he was open to receiving his Ukrainian counterpart in Moscow.

“I have never opposed meeting the head of Ukraine. Such a meeting can take place, provided it is well-prepared and can yield some positive results. If Mr. Zelensky is willing, he can come to Moscow,” Putin said.

At the plenary session of the Eastern Economic Forum (EEF) 2025 on September 5, President Putin reiterated his readiness for talks with Zelensky, though he admitted he saw “little reason for such negotiations.”

At the same time, Putin raised doubts about Zelensky’s legitimacy, noting that his official presidential term had already expired last year. Ukraine has not held new elections due to the ongoing state of martial law.

For his part, President Zelensky on September 6 dismissed Putin’s invitation to Moscow, suggesting instead that any meeting should take place in Kyiv.

“Mr. Vladimir Putin can come to Kyiv. I cannot go to Moscow while my country is still under daily missile attacks. And he knows that,” Zelensky told ABC News, as quoted by the Kyiv Independent.

According to Zelensky, Putin’s proposal resembled a delaying tactic rather than a sincere effort to resolve the conflict.

“You see, if someone does not truly want dialogue while the conflict continues, of course that person may put forward an idea that neither I nor anyone else could possibly accept,” Zelensky remarked.

The exchange highlights the deep mistrust between Moscow and Kyiv despite sporadic public gestures toward negotiation. While Russia insists Zelensky’s refusal signals an unwillingness to pursue peace, Ukraine maintains that genuine talks cannot occur under current conditions of war and aggression.
