Parasha Nitzavim: Deuteronomy29:9-30:20

Moses lets all those who read the Torah today, that each one of us is entering into this Covenant with God. This makes the Torah relevant and available to everyone in every generation, and a potential member of God's B'rith, no matter when and no matter where in history you are.
