ASEAN House Can Play the Role to Integrate World Cultures
My name is Sunflower Chong and I am writing to you because both of us share the same dream as well as aspiration for ASEAN. I believe after reading my proposal, which I have spent four years of hard work in Indonesia, you can understand why I should not give up this ‘impossible’ dream. For this dream to be a reality, I need you to join my hand to make it a success.
Mahatma Ghandi gave an advice to his son before he died. He said, “If you believe in something strongly, you have to go all the way to achieve it. In the middle of the journey, if you discover that it is a mistake then you must give it up immediately. But if you still believe it is the right thing to do, then you should pursue it until the day you die.” In short, he was telling his son not to give up if he still believes in it. This is how I felt about the ASEAN House in Indonesia.
As a Singaporean, I truly believe the success of Singapore is when we can make ASEAN number one. I also believe Singapore should lead and yet not leading. To put it briefly, leading in the background and this is what I am trying to achieve for this project in Jakarta.
I had contacted the office of ASEAN in Jakarta and they told me that this project is too big for them to handle. They referred me to Pa Sunjoyo the Director of ASEAN Foundation. After reading my proposal, he was very impressed with my work and he told me that I am one in 10 million. His compliment is very encouraging and made me feel good about myself that I am doing the right work for ASEAN. He asked me to be very patience because for this project to be successful we need to wait for the political stability in Indonesia.
I am very sincere in helping ASEAN to reach its potential and also to contribute to the ASEAN Foundation. If this project can be successful, it can generates US$30 million for the foundation to set it aside for ASEAN Educational Funds.
ASEAN Foundation cannot just depend on the rich members to contribute constantly because some ASEAN leaders might not be happy with such an arrangement. What ASEAN Foundation needs to do is to generate its own income through the ASEAN House by a BOT scheme. Through this scheme ASEAN House will be able to generate an annual income of US$14 million before tax. The calculation is based on US$20 per m2 with a total rental space of 77,000 m2.
I had discussed this idea with the team of committee from Hotel Indonesia International. They are prepared to compromise in the hotel design provided this is what ASEAN wanted. So now it is up to me to find a way to reach out to the ASEAN leaders and convince them to support the idea of an ASEAN House on this site. I hope you are convinced by my proposal and thus inspired you to help me to realize this wonderful dream for the people. The Indonesia’ authority has very high expectation in me. (They even believe God sent me to them to find a solution to their woes.) I tried not to fail them because they have a lot of trust in me. I felt privilege because I am working alone without the backing of any body and yet they have so much trust and faith in me that I could deliver. By allowing me to participate in this project in Jakarta I consider myself honor.
This site in Jakarta is a gold mine, if ASEAN don’t grab this opportunity now; we might not have an ideal site for the ASEAN House when ASEAN is ready for such an ambitious plan. The weak economic environment now is the best time to strike a deal with the Indonesia authority, because when the climate is better the negotiation will be tough. ASEAN might not be ready to build this house now, but if this is really the step for ASEAN to take in the near future, between now and 2010, they should at least convince the Indonesia’s authority to reserve this piece of land for the ASEAN House.

I note with appreciation your concern for ASEAN and the future of the region, as well as the time and effort you have exerted in developing your proposal of building an “ASEAN House”.
At this special moment, however, when the region is beset with economic difficulties, we have to channel our resources to matters of urgent need, such as efforts to address the economic and social impact of the financial crisis. We expect the adverse effects of the crisis to persist in the next three to five years. As such, this would be the priority for the ASEAN member countries and their respective governments.
As you may be aware ASEAN has adopted the ASEAN Vision 2020 and the Hanoi Plan of Action to implement the vision statement, which provides new direction to ASEAN. These documents contain the goals of the Association and the priority areas and specific projects it will already undertake in the next six years. It further provides guidelines on activities that ASEAN will pursue.
I hope that this would not discourage you from your efforts in helping ASEAN. We welcome suggestions that would realize ASEAN’s vision of fostering peace and solidarity in the region

As we know the 1997 currency crisis and the haze problems had revealed the weaknesses of ASEAN. Their desire to compete instead to compliment had hindered potential growth among ASEAN member countries. This is not surprising because ASEAN was formed in 1967 due to political necessity and not to look after one another, or to prosper thy neighbor as the recent crisis has revealed. The example of the price height in 1998 by SIA when PAL was in trouble was a sign that the ASEAN spirit is just all words and not action because instead of giving a helping hand to a member state during this crisis, SIA’s economic pragmatism took over.
Singapore got a great opportunity to show to the world what great leadership is all about by giving a helping hand to strengthen the spirit and true meaning of ASEAN existence but instead it was very sad to witness the loss of ASEAN spirit due to greed. How can we expect ASEAN to grow like a family if this is the attitude of a founder member? I speak not only as a Southeast Asian but more so as a Singaporean because I hope the future leadership of Singapore will not repeat such act again.
It is the duty and responsibility of the Malaysia and Singapore government to give hope to the future generations that normalcy will soon arrive to enable us to pile a strong foundation for ASEAN. Are we going to allow their false pride to jeopardize our immediate future and the future of our children’s children? I think common sense tell us that the people on the ground must be indifference when both our leaders start a quarrel, instead of adding fire onto fire by giving negative views, we must help to cool them down by being indifference that means “one ear in the other ear out.”
Biz rivalry…is why M’sia is always bitter with S’pore
I refer to your article, “Ink attack” (Today, July 15). As a Malaysian, I have often wondered why bilateral relations between Malaysia and Singapore are forever hitting rocky patches. After all, businessmen from both countries work well together, the police and armed forces on both sides have a cordial and professional, and hundreds of Malaysians and Singaporeans visit each other’s countries to eat, shop and catch up with friends and relatives.
Yet, there is this angst and bitterness on both sides of the causeway that bodes ill for the future. My take on this is as follows:
Malaysia is determined to compete with Singapore in attracting foreign investments. As such, it would be expected to react strongly at every attempt by Singapore to portray itself as the hub of ASEAN, Southeast Asia or the Asia-Pacific region in almost any area – be it finance and banking, transportation, logistics or professional services.
Adding to this is Singapore’s tendency to portray itself as being several steps ahead of other countries in the region and as the only “good kid in a bad neighborhood”. With these two facts in mind, one can see why Malaysian sensitivities get rubbed the wrong way. This, in turn, leads to resentment, which, in turn, provokes reaction.
Of course, all of these are not helped by the fact that the Singapore media, and Singapore-based analysts, reporters and journalists like to write snide (or even negative) articles, reports and commentaries on developments in Malaysia. Is that a way of competing with Malaysia? Or is it meant to put Malaysia down in the eyes of foreign investors? Is there some hidden agenda?
Foreign investors looking to expand in ASEAN must be watching the unfolding Malaysia-Singapore bilateral relationship with bemusement and some concern. The reason is this: If Malaysia and Singapore, arguably the two most advanced countries in ASEAN, cannot get their act together, what hope is there for the rest of ASEAN?
I would venture to say that the changing of the guard from Dr. Mathathir Mohamad to Abdullah Badawi will not change things in any substantive way. If anything, the competition from Malaysia is going to get more intense. So, where do we go from here? The way the water dispute is being handled is symptomatic of a wider fraying in the bilateral relationship. The demographic clock is also ticking and the implications of that are worrisome, to say the least.

Malaysia and Singapore are Key to ASEAN Harmony and success. If our leaders do not make a stop to their constant quarreling or know where to draw the line in their dispute, they are dragging the future generations down! Why should they do this to us? What have the people on both side of the Causeway done wrong to deserve this? Malaysia belongs to the Malaysians and not to the leader, who runs it. Similarly, Singapore belongs to the Singaporeans, and not to the leader who runs it too. If they could bear this in mind and never forget it, then their conscious will guide them to do the right thing for the people and that’s to bring harmony to the lands of great HOPE.
I believe Malaysia and Singapore must be one (at least in spirit) and support Indonesia; only then ASEAN can pave the way for EAEC to take it rightful place and subsequently ASEM and ASLAF will get the opportunity to grow and take its respective role in the world stage. At present, the younger generations from both countries were indeed disappointed by the slow progress of the growth triangle which was promoted aggressively in 1994 by both leaders across the causeway that had given great hope and excitement to the younger generations of a better tomorrow. Now instead of a better tomorrow, we are going to the marrow!
What really went wrong that had stagnant its course? The older generations must give the young hope that a brighter future is on the horizon. But with the continued tensions getter louder and louder, stronger and stronger, it is very difficult for the younger generations to have the hope of a brighter future. So how can we expect Southeast Asians to have optimism in ASEAN’s future?
On Asiaweek February 27, 1998, when Mr. Rodolfo Severino of Philippines assumed the post of ASEAN’s Jakarta-based secretary-general, succeeding Malaysia’s Ajit Singh, the journalist interviewed him and asked him this question, “What steps need to be taken in order to turn this crisis into an opportunity for ASEAN.”
His reply was, “The first reaction of ASEAN was to intensify cooperation and consultations. I don’t think this process can be reversed. It’s a realization of how interwoven our affairs have become, because actually this thing started with one country, at least on the surface, and affected all of us. The second reaction of ASEAN is to strengthen even further its commitment to liberalization, to the ASEAN Free Trade Agreement (AFTA), to investment, and all the kinds of cooperation that could entail.
I’d like ASEAN operating more extensively and intensively on common concerns, many of which are acquiring a greater and greater regional dimension. The haze is one example. When I say that integration is called for, what we’re talking is that no area of cooperation can stand by itself anymore. Environment, industry, trade- they are all linked. Environment degradation has an economic cost, and economic development has environmental costs. Another example: science and technology are dependent on economic growth. You cannot develop science and technology unless you have a certain capacity. Yet you cannot hope to develop rapidly unless you have a sound technological base. Also, what we have seen in this crisis is that what used to be an arcane discipline like finance has a dramatic impact on people’s lives, labor, welfare, the capacity to develop, conduct trade, attract investment. All are tied together.”

This is an excerpt from Mr. Rodolfo C. Severino secretary-general of ASEAN’s speech to the annual conference of the Harvard project for Asian and International Relations in Beijing (Asiaweek September 8, 2000)
“We may be at a moment in history when the tension between two seemingly opposite trends shapes the character of the relationships among peoples. One trend is convergence. Globalizations of the economy and breaking technological advances have brought a critical mass of the world’s people closer together. Goods and services and money flow much more freely. Events in one place can have an impact almost everywhere else. More and more people recognize, if not worship, the same cultural icons. Some diseases, too, spread much faster, and some crimes thumb their noses at national boundaries.
At the same time, the advances that have made convergence possible are the products of individual creativity. The global interaction of people is energized by and, in turn, stimulates a ferment of ideas rich and diverse. The very efficacy of globalization and technology depends on the freedom of individuals to develop and share ideas – which cannot be separated from their freedom to have their own lifestyles and beliefs.
How does this tension play out in Southeast Asia? Committed from the start to strong economic content, ASEAN members set about integrated their markets to improve their competitiveness through the ASEAN Free Trade Area, which for most countries is targeted for completion in 2002. But tariff cutting is not enough. Competition is heating up as global trade is liberalized. ASEAN has to drop its non-tariff barriers fast. Trade must be made easier and cheaper, too. Customs procedures have to be streamlined. Now high on the ASEAN agenda is financial cooperation through an economic surveillance process and a currency swap arrangement.
More than market integration, ASEAN recognizes that its future competitiveness depends on its ability to develop and use technology. The grouping knows that it has to pool its resources, for no one country can acquire the capacity to develop science and technology. A task force from the public and private sectors is working on a program to build e-ASEAN, devising recommendations to set the legal and economic environment for information and communications technology, developing the human resources, and identifying ways in which e-ASEAN can be used not only for business but education, health care and rural development.
Will economic integration lead to political convergence? Western Europe has the traditions and values on which to base a political union – press freedom, independent judiciaries, and multiparty contests for leadership. Southeast Asia does not yet have this common set of values. Political practices are shaped by history. Their convergence cannot be decreed. External pressures, however, are impelling changes in the political dynamics of nations – sparking internal forces to trigger evolutionary upheavals, peaceful or not.
New technologies and shifting global economic relationships are bringing about drastic changes in countries. For example, regional economic integration demands that arrangements be increasingly rules-based, meaning laws must be harmonized to some extent and, therefore, more transparent. The drive for investments reinforces this. ASEAN’s embrace of information and communications technology obviously requires individual creativity, freedom of expression and untrammeled communications.
Political diversity is inevitable, necessary, and even desirable. But in the light of globalization and regional economic integration, in the face of global competition for markets and investment, some political convergence will have to take place in Southeast Asia, and it will likely be in the direction of greater openness, freedom and pluralism. It will proceed at different speeds. But the direction is emerging into view.
These trends will have a significant impact on cultures. There are two kinds of culture. The first encompasses lifestyle, traditions and the arts, which must be preserved and enriched. This links people to their origins, gives them identity beyond the family and is the source of their sense of self-worth. Culture’s other meaning is values and attitudes. It is these that global changes are disrupting. Attitudes must adjust in order for people, nations and regions to be competitive. There has to be a big reallocation of resources to education, training, research and development. National and corporate priorities have to be reset.
Just as importantly, people’s mindsets need to change. They have to acquire a scientific bent. Develop a certain rigor in their thinking, and cultivate the capacity and inclination to turn knowledge into practical applications. They will need to develop the willingness to question knowledge that is handed down and challenge intellectual authority – and be allowed to do so. In sum, the proverbial paradigm shift must take place.
There are signs that the financial crisis has jolted Southeast Asia into the beginnings of such a shift. It will require people to cultivate rapidly a sense of regional identity if they are to see their welfare in terms of the regional interest. For most people, this requires a whole new mindset. The person, the nation, and the region that maintains the right balance between diversity and convergence will be the one that finds success in a globally competitive world.”
I strongly believe Singapore can do more for ASEAN like funding the construction of the ASEAN Headquarters which is long overdue. As a small nation we should be loud with action, this mean lead with action. And trust me our silent action will gain great respect instead of fearing that others will attack us. This kind of mentality must stop if we want to excel beyond our imagination.
Whether the government can see what I am trying to achieve is not important because at least the message is out that Singapore should be humble and lead from behind because this is the way to gain respect and hence we will be admired by many instead of talking BIG without substance because if we can achieve that, we will never be fearful that others will take over Singapore. So this means we don’t need to spend about $27 billion for defense. My mother said that this kind of money is 'PROTECTION MONEY' if you know what I am talking about?
You might say that I am idealistic in my thinking, but for a tiny red dot, no matter how hard we want to defend ourselves against one tiny bomb, especially if it is a nuclear bomb, we will all be gone in one second no matter how much you spent in defense! My mother said better spend this money to build good relationship with our ASEAN neighbors and we will definitely achieve peace and harmony in this region.

I have written to PM Mahathir because I share his vision to build a stronger ASEAN. He is very passionate to build East Asia Economic Caucus. I believe it will be a powerhouse to strengthen ASEAN with ASEAN Plus Three in Indonesia to give it dynamism.

I only anchor on Allah's love to conquer my quest for knowledge. I am curious about life and I am interested to know what is hidden at the end of the rainbow. Therefore, I see life is challenging and exciting because of the unknown.
Especially after Sept 11, it is inevitable to strive for a greater Asia and we are half way there already, thanks to your great vision of EAEC, which will be the rising star when we pile the right foundation. In order to realize this goal without any obstacle, the only way forward is to build on the strength of ASEAN instead of diluting it, like the Thai - initiated Asia Cooperation Dialogue (ACD) which will definitely confuse everyone, besides the forum is too big to have any meaningful role. The ASEF building funded by Singapore on the site of NUS was not called for. It will confuse the people at large as ASEAN had been in existence for almost 34 years, it still does not has a building of its own and yet ASEF just form a few years got a building of its own. I am afraid this will give the wrong impression to the people at large that ASEF is more important than ASEAN and as time goes by, I am sure everyone will take for granted that ASEF is the Headquarters for ASEAN.
Next, if you institutionalize ASEAN Plus Three with its secretariat in Malaysia, it could be misunderstood that Malaysia would erode the strength of the current ASEAN secretariat in Indonesian and many will blame Malaysia for making ASEAN to lose its luster as a regional entity. But the members’ greatest fear is that ASEAN would not be in the driver's seat, instead ASEAN Plus Three will be.
On top of it there is a possibility that it could lead to China running the show with Southeast Asia playing the role of supporting cast. This will create uncertainty and disunity among members, as ASEAN existence was not base on trust and magnanimity, instead on fear and insecurity. We must change this perception if we want the world to see us as "One United Family" and it is in the power of your hand to do so by combining ASEAN Plus Three with ASEAN in Indonesia.
ASEAN is the root for ASEAN Plus Three and in the very near future with India on board ASEAN Plus Three is unstoppable. So by establishing an ASEAN Plus Three secretariat in Malaysia, this means we are not strengthening our roots. This is not advisable for all parties concern. We have to be honest with ourselves that ASEAN has been in operation for nearly 34 years, but a significant failure in the ASEAN as inter-government regional organization is the inability to institutionalize and provide an identity for the regional Association. It is the duty of all Southeast Asians to play a part to change this perception about ASEAN as a whole, if we ever wanted to be the leader in the "New World Order".
To instill the spirit of ASEAN into itself, especially for individual and business organizations within ASEAN region and beyond, they need a central base or a place they can call ‘home’ where they are free to meet and be together to enable them to foster the spirit of brotherhood. In order for the spirit of ASEAN brotherhood to develop to its fullest potentials, the ASEAN House will be the ideal place to nurture such a spirit. We must not fail to seize this great opportunity in the Hotel II redevelopment project to make EAEC vision come true.
With what had happened in Sept 11, it is an awakening that we must go beyond and think for the greater good of the whole region. Therefore, in my opinion why forced it when Malaysia knew that they were heading against a brick wall, instead Malaysia should suggest to President Megawati that the two secretariats should be combine with its headquarters in Indonesia. Besides strengthening its roots by reinforcing your aspirations of EAEC, this around turn act will indeed give Malaysia great credibility; it is also a turning point for ASEAN. This act will bond Indonesia and Malaysia together and they must stick together and not allow any third party to go between them, if EAEC is to be a success. What do you think shall we name the ASEAN secretariat and the ASEAN Plus Three secretariat "The ASEAN PT House"?
I believe this great act will not only make the world see Malaysia in a difference light, but most importantly this magnanimous act will portray to the world the great leadership of PM Dato Seri Dr. Mahathir Mohamad. You can only go higher in name and statue due to the sacrifices you are prepared to make for the sake of all Southeast Asians. This would not only make everyone happy but Allah will bless you and Malaysia plentiful, because this is the right step to bond everyone together, especially after such difficult times like the currency crisis and Sept 11, we need to instill and inculcate this spirit badly. And here Allah gives us this great opportunity to prove our worth through our deeds for the world at large.
I strongly believe this action will bring the people around the region and even the world closer to Malaysia. The world at large will discover a new Malaysia in the making, a Malaysia who strive to achieve peace and harmony for the world by not only saying the right thing, but most importantly by taking the right action for the sake of greater humanity. This is a time of giving, especially of oneself for the greater good of society.
There is no doubt that everyone will love you for being so magnanimous in your thinking and action. When everyone loves PM Mahathir, this means everyone loves Malaysia and this will be the greatest gift you can give to your people. Showing the Malaysians, the way to have an open mind with a big heart and most importantly showing the whole wide world that Asians are one.
With your good relationship with Japan, China and Korea, you could rope them in to support this development especially in financial terms; this will put you in a very special position with the rest of the ASEAN leaders. If this is possible, Malaysia will stand tall in the eyes of the world and gradually take the leadership role of the region by steering ASEAN Plus Three to greater heights. If this can happen Malaysia role in ASEAN Plus Three is unstoppable. Therefore, in my opinion whether the ASEAN PT Headquarters is in Malaysia or not, is not critical, but what is vital and important is that the leadership role of ASEAN Plus three must be great Malaysians like you. I hope Malaysia will seize this unique opportunity in the Hotel II redevelopment project to make it so, by initiating this idea to President Megawati.
With the OIC Headquarters and the World Cultural Development Center in Malaysia in time to come Malaysia will play a vital role in shaping not only the minds of the region but the whole world as well? I have foreseen this possibility for a very long time as I said that I am a visionary and I know you share this belief with me too. Now our job is to make all the Malaysians see it and believe in it too. The Malays' remedy is to instill self-pride in every individual at a very young age. Let them understand that you only need, "A belief with talent, skill and passion is power" - Sunflower Chong. It is very important that we should share power whenever possible, for the success of a greater Asia. No man is an Island, as you know, we need each other to give meaning to our existence.
If Malaysia and Singapore do not want the Indonesians to come over and take refuge, then it is very important for us to help them to be strong. Indonesia badly needed the support of Malaysia to be credible and I believe they will not forget you and will repay Malaysia plentiful. May Allah be with you always to show you the way to all of our hearts, especially the Singaporean ones.
Whatever happened or decision you will make, I will still love you for who you are, very proud Malaysian Malay, because I am also very proud Singaporean Chinese. Without our true pride of whom we are; I believe we can never stand tall and know our true self. (So of course I could understand why you want ASEAN Plus Three in Malaysia because I wanted it for Singapore too. But at times for the greater good of the world, we need to make sacrifices, this means we have to compromise and the time has come where we are called to do so.) Please be wise and go beyond and you will be surprised of the result, this is what I have been talking about, the excitement of the unknown! Are you ready to embark this journey with me? Come what may, I know Allah will always be with us, this I am very sure.
As for the ASEAN House's fate, I believe it is in Allah's hands and my job is to keep on working for the good of humanity in whatever way I see fit. If there are people who believed in this vision, it will be great, we can join our hands together for the betterment of our world.
How I came to you was another very long story to tell. Being Singaporean Chinese, I felt you would not listen to what I have to say even if the idea is great; therefore, I hesitated to approach you to present my vision of the ASEAN House. The ordinary Malaysians and Singaporeans folks had insisted that I should reach you by hook or by crook because they said that PM Mahathir is a great visionary and he will embrace this great vision of an ASEAN House in Indonesia. They had assured me that being Singaporean Chinese will not be a hindrance or problem, especially this ideology is also PM Mahathir's belief and passion.
I guessed life is a mystery and with many hidden surprises too, I believed a higher spiritual power had brought us together due to our share vision for ASEAN. Do you think so, because over here I really hope so for the sake of the future generations of Malaysians and Singaporeans?

Why Singapore leaders do not have the ASEAN'S spirit?
Honestly speaking, Singapore leaders lack the ASEAN'S spirit because ASEAN is economic and not security. In their mind their protector is forever America and Israel because not easy to change the old mindset.
Sadly, to say, Singapore leaders forgot our destiny is tied in with South-east Asia and we are not in Gibraltar which Mr Lee Kuan Yew often wish it to be. When Mr. Lee Kuan Yew had mentioned that Singapore is not in Gibraltar what does he really meant by it, does it mean it is not a good thing for Singapore to be in South-east Asia with so many Muslim neighbors?
Secondly, many intellectuals in the government might be Chinese but most of them are very much influence by western values and believe system and that is MONEY IS THE GOD, hence they cannot see that the wheel will turn to the EAST because it is not in their nature being educated in English. But those Chinese educated ones will think East like my mother Lim Soon Hing, though not educated, in the late 70’s that the Giant will wake up one fine day and she kept telling us the Chinese saying said that the wheel will turn to the East and like what Mr Kishore said in his latest article “My new love” and he expressed in this manner, “come full circle’.
Now Mr Mr. Kishore Mahbubani new love is ASEAN but as for me Sunflower Chong Sun Wah my love for ASEAN was way back in the 90's and this love of mine for ASEAN was so deep that I came out with a book entitle AEAN'S Future Is Our Future and I even went to the extent to come out with a concept proposal for an ASEAN Headquarter name the ASEAN HOUSE to be built in Jakarta, Indonesia.
But before I share with you My ASEAN HOUSE Journey story, I would like to share this article “My new love”, written by Mr. Kishore Mahbubani (ST April 15 2017) which is very enlightening. When I said that I'm a visionary this is what I meant, able to see the horizon before it happens.
My new love: South-east Asia
History has come full circle. Now Europe represents the past, South-east Asia the future.
I am in love again. Yes, I have found a new love. When I was young and dreamt of travels overseas, I had no doubt in my mind where I wanted to go if I could ever afford it. I would take off to London and Paris, New York and San Francisco. All four cities were great beacons beckoning me. Looking back at my early life, it is not surprising that I was in love with these Western cities.
I spent the first 15 years of my life, from 1948 to 1063, in a British colony. Like many in my generation, we were both politically and mentally colonized. None of us questioned this deeply ingrained assumption. The West was best. I will never forget a conversation with a primary school classmate, Morgan. I asked him where he would like to go when he grew up. He replied: “London.” I asked: “Why London? “He replied: “Because in London, the streets are paved with gold.”
The corollary of this mental colonization was that we also believed that we Singaporeans were unfortunate, as we were trapped in a poor, backward region. Europe represented the future. South-east Asia represented the past. Now history has come full circle. Europe represents the past. South –east Asia represents the future. This should be an obvious point. Yet, I am prepared to take a bet that most of my fellow Singaporeans would disagree. Given a choice, they would rather visit London or Paris, not Jakarta or Ho Chi Minh City.
To understand the larger metaphysical importance of South-east Asia, one must first understand where we stand in world history. As I have now documented in several books, we are now reaching the end of 200-year cycle of Western domination of world history. Economic historian Angus Maddison has told us that the two largest economics of the world from the year one year 1820 were China and India. It was only in the past 200 years that Europe and America took off. But against the backdrop of the past 2,000 years, the past 200 years have been a major historical aberration. All aberrations come to a natural end. Hence, the resurgence of Asia is a perfectly natural phenomenon. The 21st century will undoubtedly be the Asian century.
LABORATORY OF WORLD CULTURES
The best place to watch this Asian century unfold is South-east Asia. Asia is the most special place on planet earth. It is the only place on planet earth that has experienced the impact of four major world civilizations: Indian, Chinese, Muslim and Western. Hence, as the world moves on from a mono-civilizational world dominated by the West to a multi- civilizational world of many thriving civilizations, we need to look for a multi-civilizational laboratory that wil reveal what a multi-civilizational world will look like.
There is only one multi-civilizational laboratory in the world: South-east Asia. This is why when you visit London and Paris and send postcards, you are sending postcards from a once-glorious past. However, if you visit Jakarta and Ho Chi Minh City, or Yangon or Bangkok, you are sending postcards from the future. South-east Asia is the go-to place to understand the new 21st century world. This is also why Dr.Jeffery Sng and I decided to devote an entire chapter of our recent book, The Asean Miracle, to the fur waves of history that have swept through South-east Asia over the past 2,000 years.
Some may think that this history is dead and buried. Indeed, the first dominant wave to hit South-east Asia, the Indian wave, lasted a thousand years ago. When the Indian rulers became preoccupied with the overland invasions from the north-west, they lost their maritime connections with South-east Asia. However, the Indian wave remains deeply embedded in the South-east Asian psyche. President Suharto was a Muslim ruling the world’s most populous Muslim-majority country, Indonesia. Yet, when he wanted to make a statement on how well Indonesia was progressing, he chose to erect an enormous statue of the Mahabharata warrior, Arjuna, in the heart of Jakarta in 1987. How did a civilizational wave that disappeared a thousand years ago continue to exercise a magical influence on Indonesian minds?
Thailand is a deeply Buddhist country. It reveres its king. However, if you observe Thai court rituals closely, you will notice that many are conducted by Hindu Brahmin priests. One great mystery of South-east Asian history is that, despite the fact that China is geographically closer, nine out of the 10 South-east Asian societies have an Indian cultural sub-structure rather than a Chinese one. Jeffery and I will try to solve this mystery in our next book on these four waves of history.
Even more remarkably, the Indianised kingdoms of South-east Asia used to pay tribute to China, not to India. In short, South-east Asia has had close links with China and India for thousands of years. This may also explain why many of the links between China and South Asia went through South-east Asia. This famous Chinese monk, Yijing, travelled to India via South-east Asia, spending six months with the Srivijayan kingdom and passing through Malayu (Jambi) and Kedah. South-east Asia gave him a chance to get immersed in Indian culture before going to India.
The big question for the 21st century is whether South-east Asia will resume its traditional role of being a bridge between Chinese and Indian civilizational. And will it take on a new historical role of becoming a bridge between Islam and the West? One fact that is little known is that the two Muslim-majority countries which have done the best in meeting the challenge of modernizing and retaining their cultural identities are Indonesia and Malaysia. The time has come for the Arab societies to learn lessons from South-east Asia.
NO BETTER PLACE
This s why I have fallen in love with South-east Asia all over again. As a child, I used to believe that I was unfortunate in being born on the wrong side of the world. Now, at the age of 68, I realize there is no better place in the world to be than in South-east Asia. We will see amazing historical turns all around us for at least the next hundred years.
All this, of course, makes the extraordinary ignorance of Singaporeans about South-east Asia very depressing. Can you imagine sitting on the doorstep of heaven and not realizing that you are there? What a wasted opportunity. When Jeffery and I launched our book on ASEAN last month, we were shocked to discover that so few Singaporeans knew that ASEAN was the most successful regional organization in the world after the European Union. And if the EU breaks up, as it is likely to do, more and more regional organizations will come to ASEAN to learn from it. Singaporeans will not even be aware that this is happening.
Such ignorance is very dangerous.
Geography is destiny. Ultimately, Singapore’s fate will be determined by developments in South-east Asia. We ignore South-east Asia at our peril. At the same time, there are rich opportunities in ASEAN. The Committee on the Future Economy was right to highlight that the ASEAN Economic Community and the Regional Comprehensive Economic Partnership could boost Singapore’s economic growth significantly.
All this means that we need to make a national effort to ramp up the knowledge and understanding of South-east Asia among Singaporeans. One good place to start is the new National Gallery of Singapore. It is probably one of the, most beautiful museums in the world. And it has “world’s largest public display of modern South-east Asian art”, including pieces such aas Raden Saleh’s Wounded Lion (1839), U Ba Nyan’s Rangoon Harbour (c.1930s), Nguyen Phan Chanh’s the Singers In The Countryside (1932), Fernando Cueto Amorsolo’s Marketplace During The Occupation (1942), Chua Mia Tee’s National Language Class (1959), Latiff Mohidin’s Pagodas ii (1964) and Pratuang Emjaroen’s Red Morning Glory And Rotten Gun (1976). The best way to understand the souls of countries is through their art. The extraordinary cultural diversity that no other region can match, surfaces in the art of the region. And many Singaporeans have still not set foot in the National Gallery.
If you fall in love with South-east Asia, you will also experience a new joy in your life. And you will wake up every morning saying: “How lucky I am to be living in the heart of my new love!"
