Nixon paraphrases a 1967 warning he received from NATO Secretary General Manlio Brosio, who had served for 6 years as Italian Ambassador in Moscow, whom Nixon quotes in his 1988 book entitled “1999: Victory Without War”: “I know the Russians. They are great liars, clever cheaters, and magnificent actors. They cannot be trusted. They consider it their duty to cheat and lie.”
