Tom Glass - Statement on Stopping Geoengineering in Texas

This is the testimony of Tom Glass on April 22, 2025 in the Texas House Licensing & Administrative Procedure Committee on Wes Virdell's "Weather Modification" bill, HB 1382. The bill was filed to ban all attempts at weather modification in Texas, but Rep Virdell was educated by Texas Department of Licensing & Regulation that Texas already had a regulated, licensed process by which cloud seeders could produce rain for drought-stricken parts of the state. That was why the bill got appointed to the Licensing & Administrative Procedures Committee. He therefore amended his bill for the hearing, limiting the ban to geoengineering in Texas. Geoengineering is also called solar geoengineering, Solar Radiation Management (SRM), climate engineering, albedo modification, sunlight reflection methods, global cooling techniques, atmospheric engineering, climate intervention, stratospheric aerosol injection (SAI), or albedo modification.
