The significance is those officers in the gallery, who kept ordering more x-rays and getting mad when there weren't any fragments there, they knew this too. That's most likely what that was about. Everything was compartmentalized, one hand doesn't know what the other is doing, and they didn't know the bullets were either removed or they were looking at a different body, the fragments had to be there and it was baffling that there were none. Not any kind of sloppy job to look for the bullets instead of the normal directions, after not finding any when you KNOW they have to be there.
The other thing here, Jenkins is acting like a big shot to Clark. They barely let him talk at all. Jenkins said they only had 5 minutes to answer questions so he had to cut Clark short, after he was talking and moving around the whole time Clark presented, and Law did too, and they apologize to the crowd but not to Clark. Then they take Q&A for a whole hour, and they still don't give Clark anymore time to talk, and he's just sitting there the whole time. He had a frustrated look on his face near the end.
