The signing of more than 20 bilateral agreements between Russian President Vladimir Putin and his Chinese counterpart, Xi Jinping, consolidates what has been developing on the international scene for decades: the end of an era in which geopolitical capital was concentrated in the United States and its European controlled nation allies. The agreements reached between Beijing and Moscow relate to energy, the aerospace industry, artificial intelligence, agriculture, quarantine inspection and supervision, as well as health, scientific research, education, and media.

On this, Russian President Vladimir Putin said that the bilateral relationship "reflects the strategic nature of Russia-China relations, which are at an unprecedentedly high level."

Putin, who also referred to Xi as his "dear friend," made the comments on September 2 during high-level talks in Beijing, a day after the two leaders attended the Shanghai Cooperation Organization (SCO) summit in nearby Tianjin.

"Dear friend, both I and the entire Russian delegation are pleased to meet once again with our Chinese friends and colleagues," Putin told Xi at the meeting.

Xi responded to Putin by highlighting that China and Russia have "withstood the test of international changes," adding that Beijing was ready to work with Moscow to "promote the construction of a more just and reasonable global governance system."
