Reminder about those surveillance drones we call "Crows".

You can see a white aura surrounds them. They project, somehow, a crow. And if you think about it, probably anything else that size. The problem is, and this is my thinking, from observation, these drones are not run by the gov. So what does that leave? I can think of 2 options.
