Interview records of Dr. Ralph Baric also indicate cooperation with intelligence agencies. Thus, the operations at the Wuhan Institute of Virology were essentially intelligence-gathering activities of a military laboratory. Furthermore, the U.S. was essentially exporting advanced biotechnology—specifically, methods for creating coronaviruses—to the Chinese Communist Party, which violates export controls.
