In 2021, he responded to claims that it might require as many as 16 launches, saying that “16 flights is extremely unlikely” and estimating a maximum of 8 launches to fill the 1200-ton fuel tanks of a lunar Starship, potentially as few as 4, depending on the payload and mission profile. This refueling would occur in low Earth orbit using multiple Starship tanker spacecraft to transfer liquid methane and oxygen to the lunar-bound Starship before it performs a trans-lunar injection burn.

Musk’s comments align with SpaceX’s plan for the Starship Human Landing System (HLS) for NASA’s Artemis program, which involves in-orbit refueling to enable lunar missions. However, estimates vary, with NASA suggesting up to 20 launches in some cases, while SpaceX’s vice president in 2024 estimated around 10 launches. The exact number depends on factors like payload mass, fuel efficiency, and whether in-situ resource utilization (e.g., producing oxygen on the Moon) is implemented to reduce refueling needs.
