MR. NON-PC- Welfare Payments In Prison!?

So every now and then the MopeyWorld surprises me, and it isn't too often anymore.

But I saw a story recently that was just a "what the hell???" kinda story. If you can believe it, here in the rotten commonwealth of Pennsylvania they have been allowing prisoners to collect welfare payments and use it for commissary.
