In 1816 Congress passed the Compensation Act, it was the first attempt to move away from per diem pay, but it sparked widespread public outrage, as many saw it as a self-serving pay raise. The backlash was so intense that Congress repealed the law in 1817, reverting to the per diem system until the annual salary was successfully established in 1855.
They pass laws to benefit themselves and have for a very long time and still do. While they live like kings and queens a lot of us struggle daily. This also includes governors and other officials.
