Titled "On the Strategic Necessity for a U.S.-China Partnership," Lyndon LaRouche delivered this address to an EIR Policy Seminar in Washington, D.C. on the eve of Chinese President Zhang Zemin's visit to the United States in October 1997. In it, LaRouche laid out a concrete proposal for a world economic recovery based on a U.S.-China partnership for development.

So far, China has kept up their end of the proposal by achieving what has been perhaps the greatest, most rapid production of physical wealth in modern history. Will the United States now finally abandon the collapsing trans-Atlantic system and follow suit?
