According to an investigation that was launched in Illinois, Mykola Datkun, a 33-year-old owner of Maximum Service Inc., a trucking firm in Island Lake, was charged with conspiracy to produce fraudulent documents.

Datkun allegedly orchestrated a scheme where migrants were equipped with the hidden earpieces and microphones synced to their cell phones.

Non-citizens would request the audio version of the CDL written exam, allowing Datkun and his accomplices to listen in and provide correct answers in real time.

Applicants paid $500 for the illegal service, which enabled them to get their CDL's without passing tests, knowing the law or having proper knowledge of safe driving practices.

Datkun was running his illegal operation in 2024, during the Biden Administration and was able to do it, according to critics, because of the state's law that allows illegal migrants to obtain drivers licenses.

A similar cheating ring was exposed in New York targeting CDL exams.

Nineteen people were charged in federal and state courts in Brooklyn and Manhattan for orchestrating schemes that involved non-citizens.

Organizers, including Akmal Narzikulov, provided migrant test-takers with coded pencils inscribed with dots and dashes representing answers to true-or-false questions on the audio version of the exam.

In another method, migrants left the testing room with blank exams, which were completed by accomplices at a nearby fast-food restaurant.

Bribed security guards, employed by the Department of Motor Vehicles, helped the scheme by ignoring the activity.

Applicants paid between $1,500 and $2,500 for these services

Republican lawmakers note that high-tech devices have made cheating harder to detect.

Hidden cameras disguised as buttons, watches, or pins, and wireless earpieces the size of a rice grain, are readily available online for as little as $30.

Some of the technology is marketed explicitly for cheating, with features like invisible microphones and compatibility with cell phones or MP3 players for pre-recorded answers.
Since 2021 2.5 million to 3 million driver's licenses have been issued to non-citizens -illegal migrants - in these states.
