His deep knowledge of tribal societies led to senior roles in the PNG Prime Minister’s office and academic recognition, with his paper on Third World Governance praised by Bond University’s Professor Paul Wilson. Returning to Australia in 1997 as a visiting fellow at Deacon University, Peter’s academic plans were derailed when environmental rules tied to the Kyoto Protocol affected his mountain property. Since then he’s fought over 200 court appearances trying to win just terms — a struggle that cost him his farm and fractured his family. In this talk he mixes warmth, humour and righteous anger, pays tribute to grassroots figures like John Wilson and June Western, and lays bare the human cost of modern land-use laws. I’m really pleased to share this talk from Peter Spencer — a man with a remarkable life story and a raw, honest account of what happens when government regulation collides with private land and community rights. In this speech Peter is introduced as a country bloke from southern New South Wales who spent years living and researching in Papua New Guinea from 1972, building deep relationships across tribal groups and languages. His work led to senior roles in the Prime Minister’s office in PNG and academic recognition — his paper on Third World Governance even won praise from Professor Paul Wilson of Bond University.
Peter returned to Australia in 1997 as a visiting fellow at Deacon University but soon found his academic hopes scuppered by new environmental controls tied to the Kyoto Protocol. Those rules effectively limited what he could do on his mountain property and kicked off a legal nightmare: more than 200 court appearances, attempts to secure just terms, and ultimately the loss of his farm.
