It appears that Tulsi Gabbard, serving as Director of National Intelligence in mid-2025, has indeed released declassified documents alleging that top Obama-era intelligence officials—including John Brennan and James Clapper were involved in manufacturing or politicizing intelligence related to Russian interference in the 2016 U.S. election.
What Did Gabbard Release?

On July 18, 2025, Gabbard released an intelligence oversight report from the House Permanent Select Committee on Intelligence (HPSCI). The report claims that the Obama administration knowingly manufactured an Intelligence Community Assessment (ICA), promoted a false narrative of Russian interference to support claims Putin aided Trump’s victory, and that this was part of what she called a “years-long coup” to undermine Trump’s presidency.
On July 23, 2025, her office issued another press release highlighting how the Obama administration, including Clapper, Brennan, and Comey, manipulated intelligence. It alleges suppression of contrary evidence, reliance on poor sources like the Steele dossier, and deliberate omission of key intelligence contrary to the harsh narrative.
On August 13, 2025, Gabbard declassified a Top Secret email from Clapper in which he responded to NSA Director Mike Rogers—who had raised concerns about insufficient time to properly review the intelligence—by saying, “We may have to compromise on our ‘normal’ modalities” and emphasizing that producing the assessment was “a ‘team sport.’”
