The Supremacy Clause (Article VI, Paragraph 2 of the U.S. Constitution) makes the Constitution, federal laws made under it, and treaties the highest law of the land. It means when state laws or constitutions clash with federal law, the federal side wins. State judges and governments are bound to follow it, even if their own state law says otherwise. In short..... federal law outranks state law—that’s what keeps the United States a united nation instead of fifty separate little countries.....
