The KC-46 Pegasus tanker is refueling the E-4B Nightwatch.

Let me remind you, the E-4B, based on the 747-200 model, serves as an airborne command center ready to take control of the United States in the event of a nuclear threat or major national disasters.

I don't know if similar Russian aircraft, such as the Il-96-300PU or Tu-214PU, have in-flight refueling capability (maybe experts can clarify in the comments), but as we can see, the E-4B does have this capability.
