Can hip or knee arthritis that was diagnosed years after leaving the military be service connected?

Physically demanding activities over a long period of time, as in military service, can cause osteoarthritis of the hip and knee. But if that arthritis isn't diagnosed for years, or even decades, after leaving service, is it possible to still consider it connected to your military service? I share my thoughts in this video.
