I worked and managed a three story building at 30 SW Second. On the West side of the Burnside Bridge.

The building was actually three buildings in which there were holes, for doorways, between buildings.

One building was an old hotel, in which we housed families and veterans. In the basement of that building was a basement. In the basement were signs painted on the walls. Scones 15 cents, coffee 5 cents. It was rumored at one time there was a fight club in 20s and 30s in the basement which doubled as a Carpenter’s Union Hall. Then there was a restaurant maybe in the late 40s early 50s.

Then when The Salvation Army purchased the all three buildings in 1960s the winoes and what they used called street bums.

An old story of any Salvation Army unit in the late nineteenth and early twentieth centuries. A horse drawn cart was sent out to cruise the streets to see if there were an drunks who wanted some breakfast and for sobering up.

So as the horse drawn cart went down the rough streets the bodies on the cart looked like cadavers. So some of the fellas or gals would roll of and hit the pavement pretty hard. The old saying is. “I was on my way to The Salvation Army when I fell off of wagon.”

There were entrances to Underground Portland in the basement. I had two maintenance guys who were itching to break through. I told them we don’t want to be responsible with what we may on the outside.

It was reported that men would be Shanghai’d. Bopped on the head while drinking in wile and wooly Portland Oregon. Once the poor fellow woke up he was at the end of the Willamette River heading out to open sea. Won’t be back to Portland for a couple of years. So this poor soul is in Merchant Marines until he can get back home. Wherever home is.

I named this program
Salvation Army Female Emergency Shelter (SAFE Shelter) in 2000 after the murders of street women/prostitutes in Forest Park.

Someone heard The Salvation Army on their, by faith, had opened an overnight shelter for women.
An older woman called up Major Hogan, who was current Director in 2000. The caller said. “If you come over to my house right now, I have a $100,000 check waiting for you.”

Major Hogan was sitting in my office when the front desk forwarded the back to my office.

I said to him. “Do you think the check will be any good?”

He said. “We’ll see tomorrow morning.”

I had just arrived in late February of the same year. I took the leadership in 2004.

When I got a look at the books in 2004. Oh my god. There was no money and programs were $500,000 in debt.

I assumed my first order of business was to prepare to close the six homeless programs and be ready to button up the building. I found later the Army runs on shoestring and usually in a rolling debt.

I just said to myself, not on my watch. At one point I had a $50,000 rolling reserve so I wasn’t always having to borrow to make payroll or pay utilities.

Well, we had a lot fun and a lot of 14 hour days five days to work.

If it wasn’t the employees, or the clients and or it was the building; something or someone was always breaking down. They don’t call it an emergency shelter for nothing

The front desk called 911, on average, at least seven times a week. Mostly medical needs but there was on occasion some one who was threatening and off their medications.

Just try to keep them from hurting themselves or someone or something.
We trained our of 40 staff how to keep from get hurt by talking down a client who was acting out.

All glass around the front desk area was tempered glass with wire reinforcements embedded in the glass, so it was more difficult to break.
