Gabbard barred sharing intelligence on Russia-Ukraine negotiations with “Five Eyes” partners

U.S. Director of National Intelligence Tulsi Gabbard issued a July 20 directive classifying all intelligence on Russia-Ukraine peace negotiations as “NOFORN,” barring its sharing with Five Eyes allies (U.K., Canada, Australia, New Zealand).

The memo limits access to U.S. agencies that originated the information, though unrelated military and diplomatic intelligence can still be shared.

Critics warn the order could undermine trust and coordination within the intelligence alliance, while some former officials argue such restrictions are routine when U.S. and allied interests diverge, CBS News has reported.

The move comes amid ongoing Russian attacks in Ukraine and continuing high-level diplomatic efforts to end the war.
