On August 20, 2025, a 36-year-old Mexican national, David Perez-Teofani, was detained by federal agents and D.C. police near the Washington Monument and the Smithsonian’s National Museum of African American History and Culture on the National Mall. The incident began as a traffic stop involving a blue SUV with an Uber decal. After briefly speaking with law enforcement, Perez-Teofani attempted to flee, prompting agents to tackle him to the ground. He was pinned by multiple officers, some wearing Homeland Security Investigations, U.S. Park Police, and Metropolitan Police Department insignias, while he screamed in Spanish, “Please, I’m not a criminal! I work here! I want to be with my family!” and “I don’t owe anything!”

Perez-Teofani, who has a final order of removal and has entered the U.S. illegally three times, was previously arrested in Fairfax County, Virginia, on January 30, 2024, for aggravated sexual battery against a minor under 13 and felony indecent liberties. Those charges were dropped by prosecutors in August 2024, which ICE cited as an example of “prosecutors refusing to prosecute.” He was taken into custody.
