Romans 10:9; "heart and mouth" to be saved?!

Romans 10:9 is often used to justify some form of backloaded works as evidence of salvation, “confessing with the mouth”, but what does it actually mean when reading these verses in context and by comparing Scripture with Scripture?
“Which things also we speak, not in the words which man’s wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual. But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.” (1 Corinthians 2:13 to 14)
