KSP CIRT interview of BGPD Officer Jacob Owens

BGPD Officer Jacob Owens was the second officer to sit with Benjamin Estrada at Lifeskills as they waited for sheriff's office to come for transport. Owens was relieved by a third officer. Officer Owens ended up responding back to Lifeskills for the shots fired incident and gave first aid to Estrada.
