Repeal Section 3024 – End Government-Sanctioned Human Experimentation

Section 3024 of the 21st Century Cures Act quietly legalized non-consensual human experimentation and in 2024, protections were expanded to cover corporate actors as well.

This law allows Institutional Review Boards (IRBs) to waive informed consent under a “minimal risk” classification, even for advanced neurotech, nanotechnology, and biomedical interventions. In effect, citizens can now be used as test subjects without their knowledge, oversight, or accountability.
