January 2024, approximately 771,480 people experienced homelessness. An increase of 18% over the previous year

As of January 2024, there were approximately 32,882 veterans experiencing homelessness in the United States, reflecting a historic low and a 7.5% decrease from the previous year. This number represents about 5% of all adults experiencing homelessness in the country.

Wife and I, worked among the poor, and needy, to liberate them, for sixteen years. In our own estimation, we left, only a few better than we found them.

Between February 28, 2000 and March 21, 2016 Wife and I were either directly or indirectly responsible for several hundred homelessness men, women and children in Portland Oregon with The Salvation Army.
I say with the Army, because they offered me an opportunity for my spiritual need to serve others for Jesus sake.

In 2016 we retired as employees, and as former Lieutenants of The Salvation Army.

I value my time in the several positions I held in the TSA. As Director of The Salvation Army Harbor Light homeless shelter, I not only was on the ground floor of writing a federal grant in answer to an Request For Proposal for a homeless shelter for Veterans of United States Armed Forces. but to then be a part of its day to day operations for the next six years. What a privilege to serve God and to serve the ignoble, and the noble sentient hueman being; Man.

How did the escalation of the scale of homelessness begin? The poor shall be with you always. There has always been a group who have fallen out of society. Although, the picture of bowery wino does not apply any longer as is pictured outside of the facility pictured; in 1958. Forty two years before I got there.

In the ACLU, the American Civil Liberties Union; a group of leftist attorneys representing the people who were living in institutions for the mentally restarted and institutionalized mentally ill patients.

Large facilities which housed between 2000 and 3000 persons each. Who were warm, fed and clean and dry every night. The ACLU won their case,
charging the people were being housed like animals and on occasion sexually abused by other residents and or by caretakers.

I worked in one such facility in Buckley Washington from 1971 to 1973. Rainer State School for the Mentally Retarded; as it was known then.

There were approximately 2,000 patients of varying degrees of mental impairment From severely and profoundly impaired 0 to 20 IQ points to mild retardation, an IQ of 75 to 80.

There are many people who walk our streets today who clearly have cognitive issues with various degrees of schizophrenia and depression, bipolar with many other different types of neurological disorders.

Many people living on the streets receive the benefit of mental health support. They either forget to take their medications or they hate the medications. Some medications make them feel fat and repulsive so they try to cut back. Then they want to take street Methamphetamine or smoke marijuana. Which gets them in trouble with their parole / probation officer after a pee test for drugs.

Most homeless people left to themselves have a difficult time navigating life. Many times they are like children who never grew up. Highly suggestive and easily manipulated who have been programmed at home with drugs to be prostituted by their caregivers.

To gain favor with a man, moms give the current man figure in the home to have sexual rights with the children.

Or a father-figure takes a child to a sports event to prostitute them out.

The perversity of the elites having sex with every age of huemanity trickled down to every strata of society.

Until a flood of curdled blood has soaked down to the rest of society through pornography, the airwaves and sludge of black goo. It is difficult to keep a pure mind in a sex soaked society.

This black goo which was like a river of molten rock moving down the volcanic hillside. Burning everything of value as it slowly moved along.

The demons took over the church’s mandate to care for prisoners, mothers, the motherless and to care for the invalids.

Most churches moved into nicer neighborhoods and worked with the growing families of the 20th Century. Churches went from being soul winners to becoming family nurturers. Baby keepers. There were a lot children in almost every family in the 19th and 20th Century.

If the church has any outreach into the world it was through foreign missionaries or the occasional; what I called ‘guerrilla raids downtown’. Get a bunch of high school age kid, take them downtown in buses. Handout baloney sandwiches, chips and a water.
Because the brother or sister on the street isn’t hungry right now. They’ll put in their backpack for a few days
Provide no trash containers then leave a big mess behind. “Bless their hearts!”

They didn’t think to ask, there were three meals a day, being provided by some regular provider, like Union Gospel Mission, The Salvation Army and the Portland Rescue Mission all within a three block area.

It is absolutely ridiculous that people are being treated in this way. First create a horrible circumstance then a solution is to provide housing which has no redemption. Just give them housing with no real help. Throw money, with no real help for the suffering.

Make this population absolutely miserable helpless and hopeless and blame it on the rich for not caring enough. All the while the social services agencies, not all; enriched themselves with high salaries and benefits. Like groups to Hawaii in December

The Salvation Army operated on a ‘shoestring’. Our salaries were some of the lowest in the industry. People, social workers, masters in social work got their feet wet while The Salvation Army paid their salaries while they learned and went to school. Once they graduated they left us for higher paying job. Couldn’t blame them.

The hundreds of people who would file past me every day as they prepared to receive a hot meal from TSA.

I once asked a knowledgeable soul worker how she determined which person to help. She said. “The ones who brighten up before you.”

I wasn’t sure, what she meant. But when I briefly spoke to someone they would brighten up with the possibility of getting a hand up.

Others were so jaded they were going through the motions to get help. Their spark was gone.

I once offered a homeless man a job. Not knowing his trigger was a paycheck. He was a wonderful employee for two weeks.
As soon as he got money, he could reward himself to a couple beers. The next night he invited his brother and his friends; within five days his paycheck was gone and so was his job.

Vernon G. died in a doorway in downtown Portland on a night of freezing rain. Vernon was 50 years old and had the emotional skills of fourteen year old. He started drinking at age eight and stopped maturing at age 14. In and out of the juvenile system and a few stints in the county jail system for minor larceny. Wouldn’t hurt a fly but wouldn’t have the first idea how to help himself. If someone ask him for a cigarette or to loan them some money. He was quick to oblige them, even to put himself into a bind. Even to getting himself thrown ought of his housing because he didn’t have the money

It took me awhile to understand the thinking process of giving your last dollar away when it is needed to pay your rent.

It is a twisted thinking that as soon as someone asks for money, give it to them. Why? When they need the money it is an unwritten ‘rule’ if a person had whatever is needed, you must give it. Kinda like paying forward.

It is an unwritten law, among the homeless, if you have it. You must give it up. That’s why homeless people have a hard time understanding. If you have the ways and resources to help them; why aren’t you doing it. It is a type of entitlement but developed over years by the same perverted satanic thinking

Sequel
After moving to Arizona for retirement I wrote to our local state representatives about how I thought the question of homelessness could be solved.

Written for brevity sake. Every homeless person must be institutionalized, to be evaluated, to find their service need, of how they may maintain a dignified lifestyle.

Remove, the enabling social worker, who has a secret desire to be liked and needed, and who many times sabotages the client by not being honest.
