According to the email I received from the California Bureau of Automotive Repair, the new regulations will prohibit vehicles from passing the On-Board Diagnostic II (OBD-II) inspection if their OBD-II system reports a not-complete readiness status—unless there are known design-related issues. This applies to:

Gasoline-powered vehicles model year 1996 and newer
Diesel-powered vehicles model year 1998 and newer
