AB 495, authored by Assemblywoman Celeste Rodriguez, would allow any adult with a so-called “mentoring” relationship to take custody of a child using a simple one-page form—no judge, no background check, no parental consent, not even notarization. That adult could then enroll the child in school, authorize medical or mental health treatments, and even approve gender transition procedures—all without parents ever being notified.

Attorneys Erin Friday and Nicole Pearson have sounded the alarm, calling AB 495 a “child trafficker’s and kidnapper’s dream” that bypasses every safeguard found in foster care law.
