Who can Speak in Tongues? For What Purpose?

MASHaH (Acts) 10:44-46 While SHaMAN(Simon/Peter) was still speaking these words, the RuCH ha QaDaSH(Holy Spirit) fell upon all those hearing the word. 45And those of the circumcision who believed were astonished, as many as came with SHaMAN, because the gift of the RuCH ha QaDaSH had been poured out on the GuYM(Nations) also, 46for they were hearing them speaking with tongues and extolling ALUaH.

1Korinthians 14:2 For he who is speaking in a tongue does not speak to men but ALUaH, for no one understands, but in the RUCH he speaks secrets. 4 'He builds up himself, but he who is prophesying builds up the assembly.'14-15 'For if I am praying in a tongue, my RUCH(spirit) is praying, but my understanding is without fruit. What then is it? I shall pray with the RUCH , and I shall also pray with the understanding. I shall sing with the RUCH and I shall also sing with the understanding.’
