How to Catch Panfish on a Jig

We went to the Saint Mary's River today in anticipation of fish being more shallow. The temperatures have been in the 60's the last two nights and the water temp is near 60. The fish were not really shallow yet but they seem to be getting closer and they are scattered compared to a week ago.
