Often during debate, there are questions asked about the pending legislation, in order to highlight or explain what the proposed bill does, how it applies, who it would assist, as well as when it could be used. This creates a body of work known as "legislative intent." Sometimes though, the intention of the legislation can get mucked up when questions are answered incorrectly. Here, if the original exchange was left unchecked, one could argue that this law permitted something that WAS NOT in, nor was ever its intention.
