The title of this Commentary is a takeoff on similar statements such as “Evil Is As Evil Does” and Forest Gump’s “Stupid Is As Stupid Does.” Regarding the first phrase, someone on the Q&A website Quora said:

It means that if someone is evil, they will do evil things. It also suggests the reverse definition, that if someone DOES evil things, then they themselves are inherently evil.
