Elaine K. Dezenski, Senior Director and Head of the Center on Economic and Financial Power at the Foundation for Defense of Democracies: Beijing has been very slow in issuing export licenses for rare earths and other critical minerals, which are vital to the U.S. defense industrial base and the broader industrial base, making this a very serious issue for us. The Europeans are watching closely, as they face the same dependency issues on these critical minerals and rare earths as we do. This issue must be resolved.

I believe we need to understand the fundamental challenge for the U.S., which is that Beijing has been engaging in a range of non-market coercive practices for many years. For example, we see market manipulation, price volatility, and attempts to control the prices of critical minerals in the battery supply chain. These practices have created a global environment that makes it very difficult for other countries, including the U.S., to process these materials domestically.
