ARPA-H and the White Hats

ARPA-H reports directly to the HHS Secretary. They have turned down "opportunities" to be connected with the NIH. They are creating a fleet of mobile units equipped with healing technologies.
Hmmm.
The Universe was asked if the White Hats are utilizing the unique flexible funding, grant options, and ability to fast-track advancements seen with ARPA-H as an opportunity (or possible cover?) for getting new healing technologies (medbeds) up, distributed, and running, plus additional insights and information.
