Francis Fukuyama meant by "the end of history" that great historical conflicts end in the establishment of global liberal-democratic order. The United States has assumed this role of benevolent Leviathan to oversee the New World Order (as proclaimed by the late George H.W. Bush). But the world appears to be in revolt -- will Russia, China, or perhaps Europe rise to challenge declining American power?
