Welfare Check Turns Deadly: Gilbert Police Confront Armed Suspect
On Wednesday, June 11, at 5:59 PM, the Gilbert Police Department’s Dispatch Center received a priority call for service related to a welfare check. The caller reported seeing a driver slumped over the wheel, not moving, and blocking traffic near the intersection of Lindsay and Guadalupe Roads.
A second 911 call was also received, in which the caller confirmed the location and reported a driver passed out in his car.
The first responding officer arrived within two minutes of the initial 911 call, followed by a second and third officer one minute later. Upon arrival, the officers observed the vehicle facing eastbound in the curb lane on E Guadalupe Rd. Before approaching the vehicle, two patrol vehicles were positioned to box the subject vehicle in, in an effort to prioritize the safety of everyone involved.Two officers in full Gilbert Police uniforms attempted to wake the driver, later identified as 24-year-old Jacob Alan Rose, by banging on the car’s driver’s side window and roof.
Attempts were made to open the locked car door. The driver eventually woke up and acknowledged the officers by making eye contact and motioning in their direction.The subject then leaned forward, armed himself with a rifle, raised it with both hands, and pointed the rifle at the officers, posing an immediate and deadly threat to the officers.
Officers moved to avoid the deadly threat before firing at Rose, who began ramming the police vehicles.
Armed and attempting to flee after committing a violent felony, Rose continued to pose an immediate danger to the community. Officers discharged their weapons again to stop the ongoing threat.
Due to the fact that Rose was armed, an immediate action team was formed to safely approach Rose. The immediate action team confirmed Rose was unresponsive through the use of less-lethal rounds. Rose was pronounced deceased at 6:29 PM.
The loaded firearm Rose pointed at the officers was located inside the vehicle.
An additional handgun was found in his waistband along with two other handguns, one of which was reported stolen, located inside a backpack, which contained additional loaded firearm magazines, a scale, baggies with residue $1,760 in cash, and alcohol.
A second bag found in the vehicle contained two plastic bags with 54 grams of cocaine, one plastic bag with 19.8 grams of ecstasy, and four bottles containing 90 pills of Alprazolam, an anti-anxiety medication.
An outer plate carrier vest was also found in the passenger compartment of Rose’s vehicle.
