On 11 July 2025 NZ vaccinologist Helen Petousis Harris gave this testimony to the Royal Commission of Inquiry at https://www.covid19lessons.royalcommission.nz/the-inquiry/public-hearings/public-hearings-session-one-perspectives-on-the-pandemic

She seems to use the word "peacetime" to denote the periods of time when there is not a pandemic? Sharing similar ideology, Prince Charles has talked of the need to "put ourselves on a war like footing" in response to global threats such as pandemics and climate change.

Dr Petousis Harris also refers to vaccine hesitancy and ways to address it, which she spent time working on for the World Health Organization. She claims that misinformation is a growing global problem and it requires "social listening", "pre-bunking" (such as that which Jacinta O'Reilly spoke of on behalf of FACT Aotearoa), and regulation of social media platforms.

She also references the Measles outbreak in Samoa as evidence of vaccine hesitancy causing health harms. For a detailed outline of what actually happened in Samoa in 2019, see this article by Arkmedic

For information on the true impact that vaccination had on infectious disease including measles, using data from official sources, see this page

Dr Petousis Harris offered no actual evidence other than personal perspective to the commission. She did not quote a single peer reviewed article. The only differing opinions to hers that were mentioned, were labelled "misinformation".

Given that Dr Petousis Harris is NZ's leading vaccinologist, we consider that the Commission was ill-served with absent accuracy and detail.

Is this really the type of expertise that New Zealanders deserve and/or want?
