Police Officers Banned From Using Handcuffs?

As a result of new legislation, recently signed by the Governor, effective October 1, 2025, CT police officers will be BANNED (except in very limited circumstances) from using handcuffs on any person under the age of 14. Currently, police officers have discretion, and there were no actual instances of abuse of that discretion presented to the legislature to warrant eliminating this discretion. Nonetheless, the majority passed this "feel good legislation" further reducing an officer's ability to do their job effectively. Today it is those under the age of 14. Next session, it will be those under the age of 16. Pretty soon it will be anyone under the age of 21. You heard it here first, but it is all so true...
