Which Pokémon are Most Undeserving of Their Special Treatment?

There are certain Pokémon that tend to get all the breaks; receiving the new evolutions, on top of regional forms or inclusion in gimmicks but we CLEARLY know there are some Pokémon that are plainly just a higher priority! But which ones of those are the least deserving of this repeated attention? There's probably a lot more than six, but let's check it out anyway...
